OCRE

OCRE is a framework agreement for the purchase of cloud services for institutions connected to DeiC.

Institutions affiliated with DeiC have the opportunity to purchase cloud services through a set of framework contracts (OCRE2024) provided by GÉANT. The OCRE2024 agreements replace the previous set of agreements known as OCRE2020.

OCRE is a Cloud framework agreement that provides the opportunity to purchase cloud services through a set of framework contracts provided through DeiC's participation in the GÉANT collaboration. Currently, the 2024 agreements, which replace the previous set of agreements known as OCRE2020, are in effect.

When are OCRE agreements used?

OCRE agreements are used when purchasing cloud services from one or more of the resellers qualified under the OCRE agreements. This includes both the so-called hyperscalers (Amazon, Microsoft, Google, etc.) and Original Infrastructure Providers (OIP), which covers resellers of self-developed platforms. The agreements are characterized by clear terms, good discounts and long duration.

How are OCRE agreements used?

Purchases can be made through mini-tenders or direct awards. It is expected that direct awards will be the preferred procurement method. Vendors marked with *) in the table above may be used via direct award.

Regardless of the procurement method chosen, DeiC recommends that the institution prepares an award note documenting the procurement law justifications for the intended award. For example, a justification for a direct award may be that the chosen platform is only offered by one vendor. The rationale for platform selection may be that the institution has already invested in staff training and/or that the platform selection is necessary to ensure technological compatibility with integrations and tools already available to the institution. Who can use the OCRE agreements?

OCRE agreements are available to pre-designated institutions within the research and education sector (see list). Please contact DeiC to find out if your institution is eligible to purchase under the OCRE agreements.

What about legal, security and personal data?

Law: OCRE agreements consist of a set of contracts per vendor that regulate the relationship between client and supplier. Correct use of the OCRE agreements means that the obligation to tender for the services in question is respected even for large purchases.

Security: Security is determined in interaction between the institution, the vendor and the platform. If your institution has special requirements for IT security, it is recommended that the contract is thoroughly reviewed and the requirements contribute to the institution's choice of platform.

Personal data: Selected platforms and vendor relationships may mean that personal data is stored outside the EU or personal data is accessed by persons outside the EU. It is therefore recommended that your Data Protection Officer is involved in the preparations before purchasing the services.
